Long before the momentous handshake between the leaders of North and South Korea at the military demarcation line, work began in the 1990s for secret agents who worked for their respective sovereign state. The film is adapted from a real espionage mission planned by South Korea. A South Korean intelligence agent codenamed "Black Venus" attempts to infiltrate North Korea to acquire information on the North's nuclear program. He is first sent to Beijing under the disguise of a businessman to transact with North Korea. As he succeeds in gaining the trust of North Korean leader Kim Jong Il, he has no idea he has become a central figure embroiled in the power struggle of the two leaders.
