Liu Xuan’s property development project involves land reclamation which will threaten the life of the sea dwellers. Therefore, Mermaid Shan is sent by the mermaid clan to stop Liu Xuan. During their skirmishes, they fall in love with each other. Liu Xuan eventually terminates his project out of his love for Shan. However, Mermaid Shan has for badly hurt in an incident and disappear into the sea.

Three years after the making of Journey to the West: Conquering the Demons, Stephen Chow has once again changed his directing style. This postmodern fairytale of love is about a young and innocent mermaid being sent by the mermaid clan to stop a billionaire from developing real estate that involves land reclamation. The film features a plethora of elements such as slapstick humor, fantastical romance, environmental protection and family reunion.
Deng Chao plays Liu Xuan, the wealthy property developer, while Lin Yun is selected to play Mermaid Shan via open audition, and attract attention for her refreshing acting style and her ethereal temperament. Zhang Yu-Qi and Lo Chi-Cheung collaborate with Stephen Chow again. Zhang Yu-Qi plays Li Ruo-Lan, the sexy femme fatale, while Lo Chi-Cheung plays Octopus. The film also sees the cameo appearance of Wen Zhang, Lee Sheung-Ching, Zhang Mei-E, Lam Tze-Chung, Tin Kai-Man, all of whom are familiar faces with Stephen Chow’s production. Guest stars include Tsui Hark and Wu Yi-Fan.
