A highly intelligent criminal mastermind, Logan Lung (Tony Leung) capitalizes on the handover of Hong Kong whereby there is a lapse of policing before the British government fully returns the sovereignty to China. He kidnaps a wealthy businessman and his son for a staggeringly high ransom of 8 billion HKD. Without reporting it to the police, the family of the wealthy businessman pays the ransom for the returning of the kidnapped.
Determined to apprehend Logan Leung, Hong Kong Police Force has sent in an undercover cop, Sky Ho (Louis Koo), to infiltrate the criminal organization notwithstanding. After several dangerous twists, Sky Ho has finally identified Logan’s next target, but it seems to be a misdirection that Logan Leung has set up. Can Sky Ho successfully accomplish his mission to save the hostage and apprehend the kidnappers?
